  7. "LOOK BEHIND YOU, IT'S GAINING

  11.       Satchel Page, when asked about his secrete of youth is
  12. credited  with saying "don't look back, it may be gaining." Of
  13. course he was  saying not to let triviality absorb your energies.
  14. Unfortunately, in  America today we can not live by this credo
  15. because the forces that  have been at work for the past 50 years
  16. are continuing chip away at  our individual and states by
  17. centralizing more and more power in  Washington. Of particular
  18. interest for this writing are our personal  property rights, which
  19. have been the particular target of the  environmental lobbyists and
  20. their liberal friends. Their bad science  is being used in scare
  21. tactics in the name of protecting the environment  from unforeseen
  22. and unproven threats. Of course as long as the threat  remains  in
  23. the future, they can continue raising money and pushing for  the
  24. strong armed enforcement of new regulations. Now, however, many
  25. public organizations made their concerns known and the new
  26. leadership  in Congress, along with many members of the Democratic
  27. party, have become  aware of these dangerous liberal programs and
  28. are taking legislative action  to reverse this dangerous threat. 
  29. They will replace bad science and anarchy with good science, common
  30. sense, and the law. The  So now, through the back door, comes the
  31. newest threat to our rights, lifestyles,  and  economic growth.

  33. Article VI, Section 2 of the Constitution states in part "...and
  34. all treaties made, or which shall be made, under the authority of
  35. the United States, shall be the supreme law of the land; and the
  36. judges in every State shall be bound thereby, anything in the
  37. Constitution or laws of any State  to the contrary
  38. notwithstanding." Keep this thought.

  40. At the 1992 Earth Summit (the U.N.'s Conference on The Environment)
  41. it wasn't global   warming (ten years before it was global cooling)
  42. nor Agenda 21 that was the central focus of the liberal
  43. environmental movement, it was the approval and acceptance of the
  44. Convention on Biological Diversity - the Biodiversity Treaty. The
  45. eco-liberals were successful. President Bush refused to sign the
  46. treaty. Unfortunately, President Clinton, knowing exactly what it
  47. was signed it. To the glee of the liberal environmental lobbyists,
  48. Vice President Gore, the treaty was being quickly through the
  49. liberal controlled Senate toward ratification. It would have
  50. happened had not been for a handful of conservation organizations
  51. and individuals. All they did was point out the specifics of what
  52. the wonderful sounding language in the treaty actually meant - the
  53. potential to transform  Western Civilization into a socialist New
  54. World Order where animals and plant had more rights than humans. It
  55. requires humans to treat nature as sacred; the reduction of human
  56. population to 1-2 billion, or the reduction of standard of living
  57. to an "agrarian peasant status;" gives social/eco groups legal
  58. standing to police conformity to  treaty; assigns property rights
  59. to the U.N.'s Global Environmental Facility;  and establishes a 
  60. feudal communal form of social structure within "bio-regions" among
  61. other things.

  63. The treaty is still pending before the Senate and the eco-liberal
  64. movement is alive and well. This treaty should be a focal point of
  65. public debate (which the Institute will pursue) and the American
  66. pulic should be told exactly  what this treaty does, how it does
  67. it, and who is supporting it.
